Windows 11 Is there a way to focus on hover?

Hi! I have a laptop which runs windows 11 and I use alot of custom shortcuts (using the windows powertools aplication) and in specific the "minimize window" shortcut wich minimizes the currently focused window, while it works well I would prefer to be able to focus on a window by just hovering the window with my mouse rather then clicking on said window. Is there a way to achieve this (preferably without 3rd party utilities).thanks in advance for your time!
