Windows 10 Is there a way you can get windows on a brand new pc without the windows installation media tool?

Can I just use a windows key and move on with the process or is it necessary to get a usb with a windows installation media tool in it?What do I do if I don’t have a Microsoft operating computer to get a usb and download the installation media tool in it?
