Windows 10 Is there an ad blocker for Windows Desktop?

How do I remove ads? This is getting annoying. There is no X to click it away and I cannot access anything that the thing blocks. This is showing up under Windows 10 and Windows 7. How the hell am I supposed to use my computer when these ads are preventing me from using my own computer? I don't understand the ads either, I don't use those apps!
