Windows 11 Is there another way to reset PC if you’re stuck on the blue screen

So I went to turn on my PC and it won’t load up windows it just goes to that blue screen with a few options I’ve tried the restart option about 100x still nothing so I decided to reset the whole thing and that won’t work it asks for me to connect to wifi and after putting in the password it simply doesn’t connect I’ve tried every option and still nothing
