Windows 11 Isn't Windows Updates supposed to (1) create a restore point and (2) obey GPEDIT's "Manage end user experience" settings?

Good day,We have a Dell OptiPlex 3060 that has been broken twice by Windows Updates, so we decided not to let this happen again, or so we thought.We set this:and still got this update installedQuestion 1: Isn't that supposed to be governed by the same setting?Question 2: Isn't Windows supposed to take a restore point before applying Windows Updates? System Protection is ON but no restore points were created
