Windows 11 Issue connecting a local account on desktop to Microsoft family, even after using the option to create a child's account instead.

I'm trying to add the local account I set up for my nephew to my Microsoft family so I can monitor screen time and usage. It's impossibly difficult for no conceivable reason. WHY? I even set up ANOTHER ONE as a child account and am at the SAME STANDSTILL. I NEED TO ADD IT TO MY MICROSOFT FAMILY. THERE IS NO OTHER DEVICE TO CONNECT. IT'S A DESKTOP COMPUTER WITH 4 LOCAL ACCOUNTS. STOP MAKING THINGS UNNECESSARILY DIFFICULT.
