Windows 10 Issue with usb devices such as mouse and keyboard

I am not sure when this happened or what was the cause, however I have recently found out that in order to use some usb devices such as my mouse and keyboard, I would have to restart my computer. Upon start up, the devices can be used however after unplugging my mouse and keyboard and plugging it back in (in both the same USB port or other USB ports), the device would be detected but it would not work until the computer has been restarted. This issue only persist with devices like mouse and keyboard but not storage devices as they are able to be read and appears upon inserting the storage devi
