Windows 10 Items on Main Monitor Can't Be Interacted With After Deselecting

Hi,I'm not sure what prompted this but a couple weeks ago I started noticing a problem. I have two monitors and my second monitor always works correctly, but my main monitor has been having this issue where if I select a different window that program cannot be clicked on again. The program is still active (ex. Spotify still plays music) but I can't press any buttons on it even when it is the top most window on that screen. This also extends to the start menu, desktop, and taskbar. If I click the task bar item on my second screen I can reactivate it and the program works normally again but as s
