Windows 10 Japanese IME is not ready

Any other solution? The steps which can be found at "Japanese IME is not ready yet", how can I get it ready? - Microsoft Q&A used to work like a charm for me but not on one of the laptops. the dism gets stuck at 5.9% and will eventually failed. The system is on 22h2 and i have tried running sfc with no luck.
