Windows 10 KB4560960 causes printer failure, KB4567512 doesn't fix it

Customer reports failure of one of his printers (HP Designjet 1050c).
This started failing recently, probably after KB4560960.
We tried to fix it by installing KB4567512, but it keeps failing identically:
