Windows 11 KB5016691 cannot be installed by Windows Update with error 0x30078701

On my Windows 11 HP notebook Pc, I attempted to install KB5016691 today. Windows Update download the update, installing, then end up with error “we could not install this update, but you can try again (0x80073701)”I have tried to run Windows Updates Troubleshooter, it find some error, then fix it. Then I reboot, and try again. It always fail with the same error. I also tried to download offline update installer package, run it. Manual installation also stated that it cannot install the update.I then tried to run DISM and it found no error. I then reset Windows Update and reboot,, then try the
