Windows 11 Keep getting notifications about installing directx runtime but nothing is fixing it.

I tried running a game called one armed cook on steam, and it told me to install directx runtime, and so I did. When i opened the game, the same thing popped up and when i clicked install, it showed I already installed it. I uninstalled directx runtime, the game; restarted my pc many times, and it hasn't been fixed.I later tried playing valorant and I got thisThen when I clicked OK it sent me the same notification to install directx runtime. I've tried so many things and looked at many youtube videos that had many different ways to fix this issue and none of them worked. How can I fix it?
