Windows 11 Kernel mode driver fails to install on Windows 11 23H2

I am using Windows 11 Pro (23H2), the strange thing is that this installs correctly on other machines, my machine is having the issue.This is the error message I get when I try to install from Print Management.The event viewer shows the last error being 0x78a which equates to ERROR_KM_DRIVER_BLOCKED, this is what event viewer recorded.I have tried changing the Group Policy 'Disallow installation of printers using kernel-mode drivers' but this does not have any effect.If I try
