Windows 11 Keyboard not functioning in Latvian language

Whenever I am trying to type a special character using "+[letter] it works unpredictably. If I am trying to type letter ā, results include:-a--''ā-ā-ā''-'''This started happening ~1.5 weeks ago, I have never experienced this issue before. I have tried using all 3 available latvian keyboards (standart) (QWERTY) and (Ūsomenthing) tried many physical keyboards. This is system issue. Started happening right around the time I updated this pc.Alt+letter still works 100% of the time
