Windows 11 Keyboard single quote/@ key ignores first press and only shows automatic repeats

I have a very weird thing happening with my keyboard on Windows 11.I have all the accessibility features turned off (Sticky keys, Filter keys, Toggle keys etc.).Just the single quote/@ key ignores the first press and only presents a character on the screen when the repeat timeout kicks in then it repeats the character as long as I hold down the key. This means for either the single quote or @ I have to pause and hold the key down for a period of time every time I need it. All other keys on the keyboard are working fine.This is not a hardware issue. It happens with the on screen keyboard as wel
