Windows 11 Korean character on my windows 11 is not combining.

I'm experiencing issues with my Korean characters. They aren't forming to become one character, but rather each letter stands on its own when I type. Example, ㅎㅏㄴㅏㄷㅜㄹ , when it should be like 하나둘 (this is copy and pasted). Also, the volume icon in the bottom of my screen is not disappearing, and when I turn the volume up, it always mutes back down within a second.
