Windows 11 Laptop charging but battery % is stuck at 0.

I recently sent my microsoft surface 5 laptop to be repaired because it wouldn’t charge and they sent it back saying there were no issues. I bought a new charger and now it will charge and turn on but the battery is stuck at 0% and will not increase. I’ve tried unplugging it, shutting it down, and troubleshooting it but I’m still having this issue.
