Windows 10 Laptop no longer sees android device when connected via USB

I have a Huawei P20 Pro and Windows 10 on Surface Pro 4. When I connect it only charges the phone. I can't see the phone showing on the Device Manager. It's been about a month since I last connected my phone and it was working fine then. I've tried all the help articles online e.g. updating settings on the phone's developer options. My phone connects fine to my other Mac computer, so I'm confident it's not the USB cable. I have other USB devices working on my laptop so it's not the USB port. Is the best option now just to run a repair or is there something else I can try?
