Windows 10 Laptop plays extremely quietly despite being at 100% volume

Any video or sound played on my laptop is very quiet, even with the volume all the way up. Sometimes it will go in and out of loud and quiet, where the sound will actually be at 100% for about 10 seconds, then waver back down to 15%.
