Windows 10 Last Resort Solution for error 10016 COM Server application with CLSID {D63B10C5-BB46-4990-A94F-E40B9D520160} and APPID {9CA88EE3-ACB7-47C8-AFC4-AB

Hi,


I have a Lenovo domain joined laptop with Windows 10 Enterprise. For past 1 month or so I have been struggling with this issue with following symptoms:

  1. Tons of 10016 event ID in event viewer with details
    "The application-specific permission settings do not grant Local Activation permission for the COM Server application with CLSID
    {D63B10C5-BB46-4990-A94F-E40B9D520160}
    and APPID
    {9CA88EE3-ACB7-47C8-AFC4-AB702511C276}
    to the user <my domain user id>(<my SID>) from address LocalHost (Using LRPC) running in the application container Microsoft.Windows.ShellExperienceHost_10.0.14393.2068_neutral_neutral_cw5n1h2txyewy SID (S-1-15-2-155514346-2573954481-755741238-1654018636-1233331829-3075935687-2861478708). This security permission can be modified using the Component Services administrative tool."
    The underline application name were multiple for different events, mostly Cortana.
  2. Edge will not start, it will open and then shortly close
  3. Store will not start, it will open and then get stuck on blue screen with shopping bag in center, this was the biggest problem as many apps are only available in store.
  4. Store Apps will not start - I had turned off camera and mic using Lenovo settings app and now I could not turn it on when needed as app did not work.

I have a faint notion that the issue may have started after I installed Lenovo vantage app.


I searched around a lot on the internet and the popular advice is to take ownership of registry keys related to above server and app ID and then modify the activation and access permissions for Runtimebroker in DCOM Configuration app. However, this did not work for me. I think runtimbroker DCOM permissions are encoded in registry keys in such a way that they cannot be changed from DCOM console, in fact you get a pop up message stating that the permissions cannot be edited and if you choose to proceed the custom permissions will be removed. I had gone ahead and removed and the added all the permissions I can include All Application Packages, Self, Administrators, Local Service, Network Service, System, etc. But no go. It seemed to work if I change logon user to system, but then it caused a bigger issue that laptop will hang once it locks. Couldn't unlock and had to hard shutdown.


I spend hours trying to fix the issue and today I finally succeeded and able to see Edge and Store working :)


What I did was:

  1. From my another healthy laptop, I exported all the registry keys related to runtimebroker. There are 24 registry keys that I searched and exported one by one.
  2. Then I created a restore point in my faltering laptop. As added safety, I searched all those keys one by one in my faltering laptop and exported. this took quite a while.
  3. Finally I imported all the registry 24 registry key files, some of them related to "interface" failed. After this I restarted the laptop.
  4. Bingo! Now Edge opened and Store opened too!! Event Viewer also is clean!


Please do note that this is a risky procedure so please take all precautions, backup, create restore point, etc. so that you can get back if something goes wrong.
