Windows 10 League Of Legends FPS Problem

So, for the past like, I want to say 2 weeks now, I have had a Massive Drop in frames whenever I try playing League of Legends (Hovering around 12-15(even after changing all the graphics to as low as possible and turning off sound)). I have an Intel Core i7-3770K CPU that running on 3.5 GHz when I tested it, and its only at 20%. I'm not the most technically savvy guy out there so that's not helping a whole lot, but I've done what I have seen that might have been making the issue, including: Completely uninstalling and reinstalling the game (multiple times now), updating windows on my PC, makin
