Windows 10 Left Double Quotes ALT key code not working in Windows 10

I just want to type an open double quotes symbol in Windows 10 that should look like this:





I need to replace incorrectly translate quotes in an ANSI encoded text document and many posts online indicate that the ALT key code "ALT 8220" should create this glyph, but so far it is not working for me.


PERTINENT DETAILS:


I'm in the US and speak American English so I'm using "US-QWERTY" keyboard layout.
My OS is Windows 10

My Efforts So Far:


This post [2] says that "ALT 8220" should give me the required unicode character.
But, when I hold down the right ALT key and type "8220" into the numeric keypad and then release the ALT key, this is the character I get this lower left right-angle bracket instead

What is going on and what is the solution?
