Windows 11 Left SHIFT or CTRL not working when pressing CTRL + SHIFT + ESC

Task manager only opens when I press the CTRL or SHIFT on the right side. When i press both L CTRL and L SHIFT it does not work, but if i press the ones on the right (at least one of them) it opens. I tested it with 3 different keyboards and its the same. I reinstalled windows and downloaded new drivers
