Windows 11 Licensing Windows 11 on a VMware workstation

We have a user who is running VMware workstation OS and wants to create a Windows 11 VM. What Microsoft licensing is required to accomplish this? We have M365 E3 and E5 licenses, but the licensing documentation states that the host OS must be Windows.
