Windows 10 Link to Windows still sending data to Phone Link when turned off

I've been using Phone Link for over 6 months now, primarily as a way to quickly send photos from my phone to my laptop. Recently I've noticed a rather strange and concerning issue with the service.I use a Samsung Galaxy S9, Android version 10, and an Asus Vivobook running Windows 10. Link to Windows comes built into my phone.I typically keep Link to Windows turned off everyday, since it seems unnecessary for my use case. What I've found concerning, however, is that randomly (a few times a week) my laptop receives a notification via Phone Link, coming from my phone, even when Link to Windows is
