Windows 11 Live Captions not working

Hi, I've updated my Windows to Windows 11 Home 23H2. However, the Live Captions does not seem to open. I've restarted my PC and tried to get the latest updates but to no avail. I tried to locate for the Windows troubleshooter for speech, inking, and typing but I am unable to locate it. How can I fix this?Thank you!
