Windows 11 local disk C: access denied on windows 11

i can not access my local disk. (C:)ive tried everything i could find on here and youtube and nothing seems to work.when i go to the local disk properties and try to change admin privileges it just freezes for a couple minutes and then pops up with another error message.ive tried to hard reset my pc and that wont even work
