Windows 11 Localhost refused to connect and mscoreei.dll could not be loaded. What does that means?

I am using M1 Mac and is learning web development. Therefore I installed Visual Studio 2022 in visual machine Parallels to access the web form. I am able to check out my codes with the designer view, but when I try to view the code in browser it shows this (attached below). Also it keep on spamming the mscoreei.dll popup. I wonder how to solve this, thanks!
