Windows 10 Locked out of HP Laptop.

Laptop doesn’t recognise my pw, also pin not available. Tried hard power off twice still not working, tried turning off with shift button pressed, still can’t get to any other screen. I think I disabled everything on msconfig beforehand as my wifi was slow.
