Windows 11 Locked out of newly refurbished device

I've recently purchased a new device refurbished from Amazon, upon set up I got to a page that requests an email (thinking from previous buisness) and am unable to get past this point, I've factory reset the device as well as tried a fresh install of windows and still am stuck on the email login which I do not have access to. It seems maybe this device is hardware locked and am wonderingif anything can be done?
