Windows 11 Manage consent for family account not working

I have been trying for days to manage my child's account but everytime I go the the link Manage permissions (live.com) I get this message:Manage permissionsIn the United States, South Korea, Brazil, and the EU, legislation requires that children have adult consent before creating an online account.
