Windows 10 Media player - location/file type dropdown fails to appear in Save a Photo

From Edit in Photos -> Save photo from video -> Save a photo (appears light blue) -> no location/file type drop-down appearsWhen Save a Photo is clicked the window dims for a moment and the Current Frame box appears near the bottom. Then it returns to the video. No file is saved in the expected default locations (desktop, Pictures...). Thanks
