Windows 11 Menus in non-ribbon Programs no longer function

I use a number of programs that still use traditional dropdown menus, and most were developed prior to Windows 11 and some predate even Windows 10.After a recent update to Windows 11, these programs, when run, would not respond to mouse clicks on their menus. Keyboard shortcuts, like Alt+F and others were also non-responsive. if the program offered right click menus, these too failed to appear.I have found that some, if run as administrator will work, but the menus appear with an odd look, as seen in this image.
