Windows 10 Microsoft And Non-Microsoft Apps Not Working, Wont Open or Open and Immediately Close.

My settings app opens and immediately closes, I cannot perform most recommended troubleshooting processes with related issues because in order to perform them, the settings app is needed and that is the one app I cannot gain access to. Other apps such as Discord have the same issue: Opens and immediately closes. The last resort solution I have found here is to reset Windows with certain restrictions such as the keeping files option, but I cannot do any of that because I need to access the settings app in order to proceed with the process.
