Windows 11 Microsoft HEVC Video Extension not available to other accounts on same PC

I purchased Microsoft HEVC Video Extension from the Microsoft Store on my Windows 11 PC. However after setting up a new user account on the computer for my wife I see that she does not have access to it. Is there a way to make this installation available to other users on the same computer or am I expected to purchase it again?
