Windows 11 Microsoft not showing template Blank App (Universal Windows) when trying to create new project

I am learning c# through the Microsoft Visual c# tenth edition and it states that I need a preqeusite thats call "Universal Windows Project" And also needs a template called Blank App (Universal Windows). But neither of these show up when I try installing more workloads. Any reason why?
