Windows 11 Microsoft Windows Desktop Runtime - 6.0.33(x64) Stuck on loading

I'm currently trying to download Microsoft Windows Desktop Runtime - 6.0.33(x64) but every time I try it always gets stuck in the same place and nothing changes no matter how long I wait. When I try to cancel it simply just freezes and nothing changes. The only way to get truly cancel it is by restarting my laptop (Lenovo Yoga 6)
