Windows 10 Most interaction with desktop icons and displayed windows blocked when Task manager window is up

Hi All,This problem has me stumped for at least the last few years now.Whenever I (need to) run Task manager, as soon as it's window shows up on the desktop, all other interaction with the desktop icons and or other open windows on the desktop is blocked.It has always been (through all previous versions of Windows; 95 and up!) that as soon as you click in another window or another desktop icon, the Task manager window happily retreated to the background (ie. allowed the other action to take place).Now,, it will still allow you to click a taskbar icon to start an app or, when another app is alr
