Windows 11 Mouse cursor rapidly flickers back and forth between regular cursor and "waiting" cursor

After the most recent Windows 11 update, my mouse cursor is flickering rapidly back and forth between the regular pointer cursor, and the regular pointer cursor with a blue "waiting" circle. It's as if something in Windows keeps trying to do something, but gives up almost immediately, and then almost immediately tries again, over and over and over. Nothing appears to be broken or nonfunctional per se, but it's extremely annoying and probably indicative of something not working right somewhere.There are some parts of some programs where the cursor functions normally.
