Windows 10 Mouse & Keyboard Lagging - Cursor blinks very rapidly for a few seconds, keyboard input delays

This has been a very frustrating problem for me to diagnose because it could be caused by SO many different things. This started about a week ago. I first noticed it after I charged my keyboard because the battery was low. I noticed afterwards that while I was typing, the computer will routinely hang and delay keyboard input. If I'm in the middle of a sentence, it will basically just stop, and then everything I've typed while it was hanging will appear after delay. This is usually, but not always, coupled with the mouse blinking very rapidly. I say not always because I'm experiencing the symptoms right now, but the mouse has stayed normal.


My system is an HP Spectre x360 15-ch011dx. I am using the Logitech MX Master 3 Mouse and MX Master Keys Keyboard. They are attached to a Dell WD19 130W Docking station, and I have an external Dell monitor. I have a 5TB Seagate drive attached too. I'm using the latest version of Windows 10 Home. But before anyone points to the docking station or connection issues, I want to be clear that I disconnected everything and used just the laptop and the problem persists. It is not related to the accessory hardware. I've tried removing and reinstalling all these devices anyway, just to be sure. As far as I know, my drivers are completely up to date.


The most frustrating part is not being able to isolate it to any one thing. There weren't any changes to the system, such as updates, new software, drivers, etc. when the problem began. I am very close to wiping the system and starting fresh but that is literally an all day project and I would rather avoid that if possible.
