Windows 10 Mouseover causes video and audio files to autoplay in a mini popup window

I've spent two days trying to figure out if this is a feature on Windows 10, or on the HP computer itself, or some weird glitch, and have been unable to find ANYthing.

Quick background: Three days ago I bought a new HP desktop computer with Windows 10 Pro installed. I came to this after using only XP on an old eMachines, so I have no clue what things in recent years are standard or "normal" on Windows, etc.

At any rate, here is the issue: when I slide the mouse cursor onto a video or audio file, it immediately opens up a small popup window of a little mini media player and the video and/or audio starts playing; when the cursor moves off that icon it stops and disappears, so even if one wanted to move the cursor to the mini player to expand it or pause, etc., it is impossible. This happens on the desktop, in Explorer File lists, from external hard-drive lists, anywhere. It does not matter the format (MP4, MP3, etc) it just begins playing video and/or audio. The mini player itself has no identifying name on it, so I don't know which it is, i.e. it has no name or logo on the player such as Windows Movies & TV, VLC, Windows Media Player, but it SEEMS to most closely resemble the Movies & TV app installed with Windows 10.

In settings, I have VLC as the go-to video (MP4) icon, and Windows Media Player for audio (MP3), but regardless, this same mini player pops up and begins playing it. I tried turning off Thumbnails but that had no effect. This is highly annoying and--as far as I can determine--a completely useless feature. It's not as if one is going to hopefully keep the mouse on that exact tiny icon and watch a whole video in a tiny window?

Does anyone know what in the heck this is, and how I can stop it from occurring?

Thank you in advance for any help, suggestions, or insight.
