Windows 11 MS Paint: Win 11 - Unable to work with overlay images

When I import an image on an already open MS Paint project (let's say another image), MS Paint does not allow me to manipulate the overlay image - like resize or invert color, etc. Neither I see the edge or corner markers on the imported image, which I can use to drag the size of the image. And even when I try to perform the actions like resize or invert color, MS Paint simply perform the action on the canvas not on the overlay image alone. Also, is there a way i can use the old UI of MS Paint in Win 11?
