Windows 11 Multiple terminal windows popping up - particularly when plugging in a game controller. Could it be to do with Windows 11 upgrade?

Since upgrading to Windows 11, I have had a number of weird issues. One that keeps happening is random Windows terminals popping up when I plug controllers (game pads) in or taken them out. It seems to particularly be triggered with XBox One and PS Dual Shock controllers. Here is a video:
