Windows 10 my all in one hp computer will only boot if I do a hard restart.

Screen blank after "PC Mode"message. If I unplug everything including power cord, hold power button down for 30 sec and then plug everything back in then I can turn on computer and it will run perfectly. I have tried a basic System Restore( keeping files) in Windows 10 but no change. If I leave in sleep mode it starts up perfectly. Is this a hardware or software problem? Should I start again and boot from my original HP restore cds? Any help appreciated.

Windows 11 Windows 11 will not shut down or sleep through OS, or closing the lid. Only a Hard Shutdown will turn off the computer.
