Windows 10 My computer has to 2 disks. One of them has "100% active time" and is completely unresponsive. No idea what the issue is

Hello! So, I have an issue where my task manager shows the active time for my 'D:' disk at 100%, and it does not appear to be a visual bug. The response time bounces from anywhere between 0 and 500ish ms but the disk itself is unresponsive. I am not sure what the issue could be. My first idea was that it was hung up on something and a reboot would help, however upon rebooting the issue was still there and while it was turning back on it said:I have nothing running at start up, and no background tasks. The disk mostly contains games (from Epic Launcher, Steam, and games with their own launchers
