Windows 10 My CPU goes to 130% usage while launching Minecraft and half of my RAM is used while no apps are open.

using Resource monitor I saw that when I launch Minecraft java javaw.exe is using so much CPU that my CPU goes to 130% usage and after I restarted, I checked my RAM and 4 GB of it was being used by nothing. (This is after edge and all apps that open at startup opened and I closed them) I checked my RAM using Xbox Game bar.
