Windows 11 my cpu speed is set at base speed 1.19ghz

can anyone help me with this problem my cpu speed is set at base speed 1.19ghz i have a hp laptop 14s-cf3006tu version i tried everything from changing the power plan my cpu speed was good in win 10 but when i installed win 11 its always like this my win 11 version is 22h1
