Windows 11 My elite series 2 controller wont work on anything except steam

So recently I discovered that my elite series 2 only works on steam. when steam is closed tho, I can use the controller to select things on the desktop but both Fortnite and State of Decay 2 (non steam games) will not respond to button inputs. stranger still, when I play state of decay and press a button, all the on screen prompts change to controller so the game is aware that I have pressed a controller button but will not respond to anything. Fortnite, im not certain recognizes anything. whats going on?...
