Windows 11 my entire PC lags every few seconds whenever I try to move my mouse/cursor

so...I found it out around a week ago when I tried to watch a youtube video, since then my entire PC (windows11) lags every few seconds when I move my mouse/cursor.Its really frustrating.I owned my PC since around a year but the lags probibally started around 2 weeks or a week ago.first I updated my graphics card on Geforce experience which did not work.I tried other things that didnt help either.I got really frustrated so I resetted my whole PC.but the problem doesnt seem to go away.I tried different mouses but the same problem keeps happening.I figured out that if I disable my graphics card
