Windows 11 My game was stutter for like 0,5 seconds while gaming

When playing my game, my fps and my song playing in the background both stutters for like 0.1 second then just go's back to normal, basically my pc freezes for a tiny second and I have no idea why. My pc is undervolted by -123 volts. I don't know if thats the issue but its getting kinda annoying.
